A refinery town runs on a different clock

Port Arthur sits next to the largest oil refinery in North America, and that plant's turnaround seasons set a rhythm the rest of the housing market follows whether it wants to or not. Contract crews rotate into short-term rentals near Woodworth Boulevard and the Gulfway Drive corridor for weeks at a stretch, then clear out fast once the turnaround ends.
